Flight student completing an FTSP application
AFSP is now the TSA's Flight Training Security Program (FTSP). See who must apply, the $140 fee, the 30-day timeline and the steps before flight training.

If you are a non-U.S. citizen who wants to train as a pilot in the United States, the AFSP application is the first federal approval you need, and you submit it to the Transportation Security Administration (TSA), not to a flight school or the FAA. AFSP stands for the Alien Flight Student Program, which is now officially the Учуу боюнча окутуунун коопсуздук программасы (FTSP). The application runs entirely online through the FTSP Portal, and you should start it well before you plan to arrive.

A note for readers who landed here by mistake: this page is about aviation security vetting. If you were looking for the American Foundation for Suicide Prevention, that organization is unrelated to flight training. If you or someone you know is in crisis in the U.S., call or text 988.

TL; DR

  • AFSP is the old name. The program is now the Flight Training Security Program (FTSP), governed by 49 CFR Part 1552, and you should search for “FTSP” to find the official portal.
  • Non-U.S. citizens need a TSA Determination of Eligibility before flight training begins. Your school cannot legally start your instruction without it.
  • TSA’s fee is $140 (or $125 if you already hold a comparable security assessment recognized by TSA), paid through Pay.gov, and the approval lasts five years.
  • TSA commits to processing complete applications within 30 days, so apply before you travel and before you finalize your start date.
  • The FTSP is separate from your FAA certificates, your medical and your student visa. You need each of them, in the right order.

Мазмуну

What AFSP means today

The Alien Flight Student Program was created after 2001 to make sure that people who are not U.S. citizens are not trained to fly aircraft for harmful purposes. TSA finalized the rule in 2024, and the program is now called the Flight Training Security Program. Many schools, forums and older websites still say AFSP, which is why you will see both terms.

The distinction matters in practice. Searching the old acronym can send you to unrelated organizations or to third-party sites that charge for help with a form you can complete yourself. Always begin at the official TSA program pages and the FTSP Portal, and treat any site asking for extra payment beyond the TSA fee with caution.

Who has to apply

The requirement applies to any non-U.S. citizen seeking flight training in the United States. Under 49 CFR 1552 Part, that covers most training, including Private Pilot, Instrument and Multi-Engine instruction. The principal exception is foreign military pilots endorsed by the Department of Defense.

Иш жүзүндө, бул билдирет:

  • International students planning a full career pathway, from private pilot through commercial and instructor ratings.
  • Foreign nationals who live in the U.S. and want to start recreational lessons.
  • Non-U.S. citizens returning for a single rating, such as an instrument or multi-engine add-on.

If you are unsure whether your situation falls under the rule, ask the school’s admissions team before paying anything. Providers have their own legal duties here: they must register with the FTSP Portal, and they can be held liable if they begin training without verifying eligibility. A reputable school will therefore ask for your Determination of Eligibility before your first flight.

What changed in 2024: one approval, five years

Under the old system, the application was event-based. Every new course or school could mean a new request, a new fee and a new wait. The program moved to a time-based model effective July 30, 2024. You now pay one fee and receive a five-year Determination of Eligibility, which lets you train at multiple locations or events during that window without reapplying for each course. TSA continues to vet you automatically during those five years to watch for new disqualifying information.

One FTSP approval covering five years of training

For a student building a career, this is the most useful change. Private pilot, instrument, multi-engine and instructor ratings can all sit under one approval, provided your legal authorization to remain in the U.S. stays valid. It also means a transfer between schools should not trigger a second security fee.

What TSA checks

The security threat assessment has three parts, according to the eCFR text of Part 1552:

  1. Өздүгүн тастыктоо.
  2. An immigration check.
  3. An FBI fingerprint-based criminal history records check.

The fingerprint step is the one that often surprises students, because it has to be completed in person. We explain how it works for international students in our guide to TSA fingerprinting for flight training.

The AFSP application, step by step

The FTSP process is conducted entirely through the official FTSP Portal. The sequence below reflects how most of our international candidates experience it.

  1. Choose your school and training plan first. You do not need to have started flying, but you should know which provider you will train with and roughly which ratings you want.
  2. Create your account on the FTSP Portal. Use your legal name exactly as it appears on your passport.
  3. Submit biographic and biometric information. This includes your personal details, immigration information and the data for the fingerprint check.
  4. Pay the fee through Pay.gov. The TSA standard fee is $140, with a reduced fee of $125 for candidates who already completed a comparable assessment that TSA recognizes. Confirm the current amount on the portal before paying, because fees can be adjusted.
  5. Wait for TSA’s determination. TSA commits to processing complete applications within 30 days. Incomplete submissions are the main source of delay.
  6. Give your Determination of Eligibility to your school. You must present it before the provider is legally permitted to begin instruction.

Реалдуу убакыт сызыгы

The 30-day window is a commitment for a complete application, not a guarantee that nothing else will take time. A sensible plan looks like this:

кадам Typical planning allowance
Account, documents and fingerprints Several days to two weeks, depending on where you can get fingerprinted
TSA processing of a complete application 30 күнгө чейин
Buffer for corrections or requests for more information At least two weeks
Visa and I-20 steps, if training under an M-1 Run in parallel, see below

The allowances for your own preparation are our planning advice, not TSA figures. The TSA figure is the 30 days.

The mistake that delays fast-track schedules

The most common error is waiting to apply until you are already in the country. The 2024 rule moved to time-based vetting precisely to reduce administrative delays, but it cannot remove the processing window. If you arrive on a fixed start date and your approval is still pending, your aircraft, instructor and housing are booked while you cannot fly.

Two other habits cause trouble:

  • Treating the FTSP as optional until the school asks. The approval is a legal precondition, not an administrative courtesy.
  • Assuming FAA paperwork substitutes for it. Even with a student pilot certificate or medical, you cannot begin regulated flight training until TSA has issued your Determination of Eligibility.

How FTSP fits with your visa, I-20 and FAA steps

The FTSP covers only the security vetting. Several other requirements run beside it:

  • Студенттик виза. Most international students pursuing vocational flight training use the M-1 category, which requires a Form I-20 from a school authorized to enroll them. Read how to secure your I-20 about 60 days before your start date, and check what you are paying for in our note on the SEVIS акысы.
  • FAA student pilot certificate. The FAA application is handled through its online system, IACRA, and it is a different process from TSA vetting. The FAA’s own IACRA help page walks through starting a student application.
  • FAA медициналык күбөлүк. You need the right class of medical for your goals, which an FAA-designated medical examiner issues.

Our perspective: treat the approval as the first flight lesson

We have watched a great many students come to Florida with a strong plan and a thin calendar. Our programs are built for speed: Part 141 courses that take a student from private pilot to the airline transport level in as little as 111 hours of flight training, with checkrides conducted in-house under our Self Examining Authority. That efficiency only pays off if the student can fly on day one.

Our perspective: treat the approval as the first flight lesson — overview diagram

The discipline we ask of every international candidate is simple. Treat the FTSP application as the first task of your training, not as paperwork that precedes it. Apply once your school and rating plan are settled, complete the fingerprint step promptly, and keep a copy of your Determination of Eligibility with your passport and I-20. A week lost to security processing is a week of the Hobbs meter not running and of living costs accruing without progress, which is the opposite of a fast-track plan.

There is also a strategic point. Because the five-year approval covers multiple events, you can plan your whole sequence, private, instrument, multi-engine and instructor ratings, under one clearance, as long as your immigration status stays valid. Build the calendar around that window, and add a buffer rather than a hope.

After approval: what to expect on arrival

Your Determination of Eligibility is not a one-time document you hand over and forget. Keep these points in mind:

  • Validity depends on your status. The approval runs five years, but only while you remain eligible and your legal authorization to stay in the U.S. has not expired.
  • Recurrent vetting is automatic. TSA continues to screen you during the five years, so keep your portal contact details current.
  • Changing schools is simpler. The program is built so a student can move between providers within the five-year window without a new assessment, as TSA described at publication. The new school still has to register and verify your eligibility before it trains you.
  • Prepare for the checkride. Once training is underway, our FAA checkride checklist and the explanation of FAAнын ички текшерүүлөрү show how the practical exam fits in.

A short checklist before you apply

  • Passport valid well beyond your planned training dates.
  • Exact legal name and date of birth matching your passport.
  • Your chosen flight school and the ratings you plan to pursue.
  • A plan for in-person fingerprinting.
  • A payment method accepted by Pay.gov.
  • A start date at least 45 days away, so a 30-day processing period and a margin both fit.
